Why I can't vote?!

I tried to vote but it always shows me this:
You have already voted. Please wait 554 minutes to vote.
I asked my friend to help me vote using his laptop and he could help me vote.
Is it something to do with my laptop or? I didn't log in to the game, I kept refreshing, and it's still the same!

means you have already voted and have to wait apprximately.... 10 hours to vote

That happened to me before;
You have to log out of the game. If you're logged on the website, you must log off from the website as well. Delete your cookies. Exit your browser, and try again.
Either it will show up as a different waiting time, or you are allowed to vote.
